Defense Transportation System (DTS) The DTS represents a central part of USA's overall transportation network. It involves interrelationships, procedures, and resources of a number of federal, Department of Defense (DoD), non- U.S. and commercial activities supporting DoD's transportation requirements (Jankowski, 2003, p. 13). Foreign Military Sales or FMS constitutes a critical tool in the nation's security interests and in the promotion of its foreign policy. In the past ten years, FMS contracts have been steadily growing in number. The overall yearly FMS funding rose from eight to twenty- one billion dollars, between 1997 and 2006 (Yoo, Mallicoat, & Simpson, 2009, p. 307), proving that FMS growth necessitates a better DTS, in order for other countries to be backed through their security supports. This may be achieved through best practice integration into the System.
